BANCNET BILLS PAYMENT FACILITY

The BancNet Bills Payment Facility is a multi-channel platform designed for payment collection that is equipped with data reconciliation and settlement capabilities. This facility offers electronic payment reporting to the Biller Partner thru the Biller’s chosen BancNet member depository bank. The available channels are:

  • BancNet ATMs
  • BancNetOnline (BOL)-Internet Payment Gateway
  • BancNet Mobile Banking
  • Point of Sale (POS)
  • Proprietary Electronic Channels of our Member Banks (phone banking, internet banking and mobile banking)

The cardholders of BancNet member banks can use their ATM cards to pay the bills of the institutions with Bills Payment arrangements with BancNet. All member banks connected to the BancNet ATM Network offer the Bancnet Bills Payment facility through their ATMs.

BancNetOnline is currently available to member banks with a Bangko Sentral ng Pilipinas (BSP) E-Banking license. These are Allied Bank, Asia United Bank, Chinatrust Bank, China Bank, CityState Savings Bank, Eastwest Bank, Export & Industry Bank, Metrobank*, Philtrust Bank, PBCom, Postal Bank, PSBank, RCBC, RCBC Savings Bank, Security Bank, Standard Chartered Bank and Sterling Bank. This payment channel will eventually be open to the rest of the BancNet members.

Payment transactions processed through any of the BancNet channels are consolidated on the following banking day and reported to the Biller Partner and the Depository Bank on the same day. Reports are accessed and downloaded from the BancNet website by the authorized representatives.

Unique Features:

No Enrollment/No Registration required for cardholders to use the Bills Payment facility via ATM, BancNetOnline (BOL) and POS.

No Extra Charge to the ATM cardholder. The service is extended for free to the BancNet ATM cardholder as the service cost is shouldered by the Biller Partner.

Account Number Validation. The system requires a check digit algorithm that will validate the account number keyed in by the subscriber. This feature serves as a security measure in processing electronic transactions as it ensures the correctness and validity of subscriber account or reference numbers.

Multi-Channel Payment Gateway

  1. Electronic Payment Channels Description
    1. Bills Payment via ATM
    2. This channel is used by Biller Partners for collection of payments from its subscribers/customers through the use of more than 2,700 BancNet ATMs nationwide. The ATMs are user-friendly and are strategically located in areas accessible to the cardholders of the member banks. The ATM channel is extended to institutions with regional or nationwide operations, substantial number of subscribers and regular monthly transactions. This is ideal for utility, credit card and loan/financing companies, to name a few.

    3. Bills Payment via BancNetOnline (Internet Payment Gateway)
    4. This channel allows the BancNet ATM cardholders to pay their bills anywhere in the world through the internet payment gateway, BancNetOnline (BOL).

      The BOL is a reliable and secure payment gateway for handling financial services. Its system infrastructure is connected to the existing BancNet ATM Switch Network that can accept financial transactions originating from non-traditional tools such as PCs and mobile phones. This enables the BancNet ATM cardholders to perform the following transactions:

      • IntraBank Fund Transfer
      • InterBank Fund Transfer
      • eShopping
      • Bills Payment
      • Other Transactions
        • Balance Inquiry
        • CheckBook Re-order
        • Transaction Log

      Every Biller Partner is included in the list of available institutions accredited with BancNet under the Bills Payment module. BancNetOnline enables the Biller Partner to reconcile the payments collected through the summary reports generated on the banking day after the transactions were made. The reports are available for download at BancNet’s Data Transfer System.

      The BancNetOnline may also be used as an e-payment facility or a payment gateway for the Biller Partners’ corporate websites. The payment module of the corporate website will be programmed to redirect the transaction to the BancNetOnline website for payment processing via a hyperlink. The procedures will be further explained upon confirmation of the service subscription. The same standard operating procedures for ATM Bills Payment reporting, settlement and reconciliation apply.

    5. Bill Payments via Point Of Sale (POS) Terminals
    6. The BancNet Point of Sale (POS) terminal processes bills payment transactions using a BancNet ATM card. This terminal serves as a data capture device which facilitates the payment of bills by debiting the ATM account of the subscriber/customer. The system replicates the existing back-end host system processing of bills payment via ATM and BancNetOnline in report handling, reconciliation and settlement.

      The POS terminals are installed at the BancNet member banks’ branches and affiliated partners as an input device to capture the information and process the payment transactions for the various Biller Partners thru its Multi-Billers application program.

    7. Bill Payments via Mobile Banking
    8. The BancNet Mobile Banking thru Globe, Smart and Sun Cellular accepts payments for Biller Partners from the subscribers of these telephone companies with ATM accounts with BancNet member banks. With this channel, BancNet makes the payment process convenient and available anywhere, anytime.

    9. Bill Payments via Member Banks’ Proprietary Electronic Channels
    10. Biller Partners can also be defined in the proprietary electronic banking channels of the member banks but subject to the approval of the same. These channels include the phone banking, internet banking and mobile banking. Through BancNet, your company need not enter into a separate arrangement with these banks to use their proprietary channels.

    • Allows you to deal with only one bank for collection of payments and settlement concerns;
    • Minimizes human error due to automated programming from both back end host systems;
    • Facilitates daily electronic transmittal of payment records for purposes of reconciliation and settlement of bank records;

  3. Technical and Other Requirements
    1. All numeric Check Digit Validation Algorithm (max. of 16 digits)

  4. Summary of Offer
    1. Programming Fee
    2. A one-time investment of Php 56,000.00 as joining fee for the activation of the BancNet Electronic Payment channels for Bills Payment.

      *Re-programming charges apply to requests for revisions after the initial programming.

    3. Monthly Transaction Volume Requirement
    4. Bills Payment via ATM and POS channels require a monthly guaranteed transaction volume of one thousand (1,000) and two hundred fifty (250) transactions, respectively. These requirements shall be enforced one (1) year from the MOA notarization date. After the grace period, your company shall be billed based on the actual number of transactions processed or BancNet’s minimum transaction volume requirement, whichever is higher.

      The monthly transaction volume requirement is waived for the BOL and BancNet Mobile Banking channels. For these channels, the Biller shall be charged based on the actual number of transactions processed.

    7. Terms of Payment
    8. The monthly transaction fee is due and payable to BancNet within fifteen (15) days from receipt of the invoice via an Auto-Debit Arrangement.

    9. System Implementation
    10. System implementation shall commence upon sign-off of the technical system requirements between BancNet and your company, and receipt of payment of the joining fee.

      Timelines:

      1. ATM terminals - Four (4) to five (5) months from formal technical sign-off and receipt of payment
      2. BancNetOnline - Activated a month from receipt of payment and sign-off of the technical system specifications.
